Hi, i try to start my VW Golf MK3. The engine may turn once or twice then nothing. Then the turn signal lamps flash once (on the dashboard and outside of the car), a strange shshsh noise comes from the dashboard and the speedometer needle bumps up and down. The code 'IN 01' has been showing for a couple of months now but I ignored it. The battery sounds flat but what I want toknow is what my VW is trying to tell me. thank you for your patience. I did check for an hour on the internet about similar question but nothing was found.

That sounds like the starting or charging system. Check to make sure you have a fully charged battery and check the battery connections. If that all looks ok, then I would check the starter and solenoid. If the engine is turning over a couple of times that would make me think that there was not enough juice to start it. If the charging and starting systems check out, there is one more thing you can do before calling VW to come and get it. Unhook the negative post on the battery and let it set for about 5 minutes and then reconnect it. This will reset the on-board computer and if it is the computer being out of sync, then it should start, but be for-warned, that this is only a temporary fix. If it does start up you may want to go ahead and get it in the shop and have them run a diagnostic on it to see if maybe the computer or another component needs to be replaced.
