Rust is a chemical reaction called oxygenation.Not toothpaste, or any other substance, will remove it. The only fix is to have the affected area cut out, replaced, primed and painted.

oxygenation? what is that. in the military we call it oxidation. and yes rust-o-leum would work. wd-40 disipates water so that will help some. but it would be better to have the rust cur out and some metal welded in place or replace the whole panel if possible. all of the above except replacing the panel is only a temporary fix. only a matter of time before it spreads some more.
