Hellp restoring my bike gas tank?

i have just cleaned the inside of my tank out with hot soapy water i cant get all the water out can i use a hot air gun to dry it out , i am concerned it may start to rust ........ also when painting so i sand back to metal; or just key the paint

Why did you ever get the 'idea' to soap/water to clean the inside of the tank? That's just dumb. Be that what it may, you need to dry the inside ad using any 'hot air gun' isn't good either. There is moisture in hot air..........in air period. Turn the tank upside down, gravity will get it to the filler. Use a lint free rag to soak up the water. Then go to jpcycle.com and order a Kreen Combo kit.
This is what you should have done in the first place. It seals the tank and protect against rust.

Now as far as painting. Yes, the best is to start with bare metal. The question is how are you going to paint the tank. Are you using a compressor and spray gun? Please don't tell me it's the aerosol (spray bombs) cans, though it can be done and with some success, if you take the time. If you are using spray bombs, you will need to bake the paint, literally, in your oven @ 150 degree for 30 minutes. Failure to bake the paint will leave a soft finish that scuffs easily. You can paint over the old color by busting the clear coat (lacquer) finish. IF YOU choose this method beware that you CAN NOT spray enamel paint over lacquer. It will 'orange seal'. Go to the local auto parts stor and purchase a 'body repair manual'. The same principals apply to cages as scoot.

First, you should use acid to clean out the tank. Talk to a motorcycle shop to get the right stuff. It will get everything out of there. Then get the approiate tank sealer so that it won't rust. This is all availble for a motorcycle shop.

If you are painting the tank, it would be best to get all the paint off by sanding. If there is any paint left you have a good chance of it flaking off later.

yes you can use a hot air gun but i would put some gas in it and mix it around then drain it. For a good paint Job you need to sand back to the metal.

put gasoline in it ,shake it and drop gas , several times will do it .(diesel fuel is a good cleaner and don't hurt/harm the tank.)

Getting down to bare metal is always best if you want to use a sealer like RustSeal to stop the rust from ever returning. If you're talking about sealing the Outside of the tank, you can apply a stripper to remove the old paint.
