In answer to your question I understand that at the rear of the headlight, you do have power, correct? If this is so there could be a number of things that could be, including but not limited to as , You could be having a ground problem with them as when you check it for power, it probably will show power there but when plugged in might not show power consisting of the grounding of the actual light is not being recognized after plugging in. You could try and locate the ground wire in the plug and check for continuity,while still plugged in with a continuity tester.It also could be an open circuit in your headlight switch. I have found in the past that if the actual switch is easy to get at that maybe the plug in from the wiring harness is not making good contact while unplugging and plugging back in may help.There is also another thing that cuold be that the lights are bad. Also if you go to the fuse block there is usually a thermo-fuse that looks like a plug in breaker that might have a dirty connectionor may not be any good, preventing the power to complete it's circuit. Nevertheless whenever unplugging any of your components of your wire harness, you should get a can of electrical contact cleaner and spray not only the plug , but if possible, the actual switch or component that is unplugged and let dry before plugging back in ,as salty roads and other corrosion elements they come into contact with could hamper the proper connection with them.As for the cleaner, it can be purchased at a parts warehouse of your choice for about 3 bucks.

If you have power at the headlight connector, either you have a bad bulb, or a bad ground! If the ground is bad, the light will not light. Try grounding the circuit with a separate wire and see if the light works!!
