there's a black ball at the end of the float arm, unscrew it little by little until it's light enough for the water to stop overflowing into the pipe. Also, turn down the water on the main valve to keep it from filling so fast.what is probably happening is at the bottom of the inside of your tank there is a hole covered by a black peice of rubber.when you flush the arm pulls that peice of rubber up and allows fresh water to run in the bowl then the rubber falls back down over the hole and allows the tank to refill.the rubber is not working properlly.you can keep putting the rubber over the hole yourself to save on your water bill but will eventually have to be replaced.
