When I turn it on, the RPM's Shoot up to well over the redline area..

'89 Honda Accord won't turn over?

It does this in Park, Reverse, and Neutral, and by the time I get into Drive, the RPM's are so high, that the tires slip and I jerk forward..

Which situation is more dangerous in case of braking ...front wheels locked or car with locked rear wheels?

I can't leave it in P, R, or N, for too long or else smoke litterally comes out form my hood...
