Get your battery tested free at any tyre and exhaust before you start splashing out.If your lights are working correctly on tick over and get brighter as you rev up then get the battery and alternator checked asap otherwise the alternator may cook the battery.

It IS THE alternator not being charged correctly. BUT, you say you have a whistle noise. 10 times out of 10, this means your fan belt is not at the correct tension! It is either strectched or the tensioning has slackened.Replace this first, at the cost of approx. £10-£15, to see if this cures it. To replace an alternator will cost £90 plus!
