Most cars with roof scoops are doing it for "style" or to complete the look of thier car. Those ones are not functional, and are usually taped on.
The only exception are in rear engine cars (MR2, Ferrari, WV Bug) in which case it could be the cold air intake or the ram air intake, but Civic, Eclipse, and other common import tuners are Front engine and use them for style

Roof scoops are just like adding body kits to your car. All they do is add looks. They just mount onto your roof, and MAYBE improve some areodinamics. It's pretty easy to mount, but I would have one of your experienced friends help you with it. You can find them on Auto Zone or PepBoys, and they come in many different sizes. Roof scoops are an alternative for using your air conditioner. There is a filter in it to prevent dust and debris from coming in. Rally cars often have these because they are very stripped down and it helps keep the heat down inside the car so the drivers don't get too hot.
