If cleaning the ground doesn't solve the problem, then replace the horn.
Don't hear a click, then check the fuse. If fuse OK then locate the relay & test.

My ford F-250 will stall on me while driving why and how to fix it?
Horns are usually direct wired to the battery itself (through a fuse), so it isn't likely the lighter is causing it. It may be the fuse, relay, horn switch in the steering wheel, or the horn wire may not be making good contact on the horn itself. Also, the horn itself may have gone bad, it does happen.
