Thats how some tires are. it is due to the tread pattern. I have the same problem with a set of tires my wife wanted for her SUV. they are 80% off road and ride terrible on road. all you can do is try a different kind of tire. See if they will let you exchange them for another tire, if you havent put too many miles on them.
