Is a whiny, squeeking, hydrolic, sound, whenever I turn my steering wheel, my power-steering pump going up?

The car is a 2000 Buick Century.I have checked the fluid and belt and both seem to be fine. If that is the case, what is a good price to for one and to have one put on?

No doubt a good possibility, but try a jug of Lucas power steering conditioner first.
If not leaking this will require removal of some fluid to make room in the reservoir.
Generally you can drain the reservoir by removing the low pressure return line.
If you are unsure about bleeding off some of the fluid have someone else do it that knows how.
