The car is a 2000 Buick Century.I have checked the fluid and belt and both seem to be fine. If that is the case, what is a good price to for one and to have one put on?

No doubt a good possibility, but try a jug of Lucas power steering conditioner first.If not leaking this will require removal of some fluid to make room in the reservoir.
Generally you can drain the reservoir by removing the low pressure return line.
If you are unsure about bleeding off some of the fluid have someone else do it that knows how.

I would take to local shop before a start replacing stuffSOUNDS LIKE YOUR PUMP HAS GONE BAD (UNLESS THERE COULD BE AIR IN THE LINE)lOOSEN LINE ON STEERING COLUMN OR GEAR BOX,SEE IF AIR OR FLUID COMES OUT.ONCE YOU GET SOLID FLUID RUNNING THROUGH TIGHTEN YOUR LINE BACK UP.(BLEEDING THE LINE)AS FAR AS PRICES GO ,SORRY, ILIVE IN IOWA AND TOSE VARY A BIT.
