which actually dyes the bumpers and trim, be careful with overwipe as it'll stain everything!
The other option, and prepare to laugh, is boot polish! use the stuff that comes in the foam applicator tubes as opposed to the tins as it's more free flowing and gets into the texture easier.

Go to your local auto parts store and ask if they have paint specifically for plastic bumpers. Then follow the directions.

You can replace the bumper, or you can wipe on some new engine oil with a rag. Again it won't last too long but really there's no long term solution except replacing them.Buy some "Back To Black" from your local car spares shop.
you can get pain specially for it called Back To Black, but I always found wd40 worked just fine on mine or even a little cooking oil!

there are a lot of vinyl and plastic treatments available, maybe a gel type product for you would work best and there are also wipes that are pre-treated but they do have to be applied frequently if they are that bad.Two Products:

theres no real way other than replacing them. back to black silicone spray is good, but it doesn't last long. another trick is clean engine oil - wipe a little on using a clean cloth, or even black shoe polish works too.all these are not perminant like i said, other than taking it to a body mechanic and getting him to rub it down and re-spray it thats all i can think of.

You need to sand the bumper with a fine grade paper and use water. this is called wet sanding. Next you'll need to prime the surface so the paint will stick better. Ask your local auto paint store for the best primer to use. Then you apply the black paint. Next wet sand the black paint, not to much to rub through to the primer but enough to rough up the surface. Next apply a second coat of black paint. If this is the finish you wish then stop their. If you need a high gloss then wet sand the second coat and apply a clear coat last. I've found Back to Black works well, but does, as you say, need to be redone. I redo mine every time I clean the car. In the past, I've used black boot polish too!The permanent solution is to repaint them, if you hunt around a good branch of Halfords they should have the right stuff. Needs doing with care and good preparation

You should try this on a small inconspicuous area first as it does take a little practise.
I use this method on plastic bike trims and bumpers.
Find yourself a small plumbers blow torch or even better an electric hot air gun and warm up the bumper in small sections and watch the shine come back.
BTW be careful to not to scortch the plastic by heating one spot for too long or getting to close to the bumper.
Good luck if you choose to try this, it really is worth the effort.
