Question:
It sounds like it wants to but it just won't do it. I have replaced the spark plugs, ignition coil, and the camshaft position sensor, they were all bad anyways, but it didn't help. NO... My battery is not dead. Yes... I'm getting fuel. Yes... I'm getting spark. Cams are lined up. Check engine light is on but it doesn't flash to give me a code. I checked everything in the Haynes Manual as well. Waiting for an automatic code scanner. Any ideas though?

crank sensor?have a saturn 2000 sl2 that died while driving and wont restart?
fuel pump.just because it turns over and gets fuel, doesn't mean it is getting the right amount.
spark plug wires, same reason as a bove.
always change the spark plug wires first
it also may be a sensor that has been triggered not allowing it to start. not sure if 99s had that feature or not.
try unhooking the battery for a while, and then trying to start it again after reconnecting it.
Assuming you have done everything correctly and you have spark and fuel the only thing left is compression. Connect a vacuum Gage and crank to see what the vacuum is; you should get 18-20 inches of vacuum if mechanics are working correctly; i.e pistons, valves etc. If this is OK then it back to spark and fuel as well as timing or take to a competent mechanic.
