UK. Halfords sell all sorts of rust care products, but you will never stop it if it has penetrated the wheel arch itself. A professional would cut out the cancer and weld a new plate in, fill and rub down. Good luck, bin there in the 70's.

There are some paints you can spray on which will stop furter rust out. Most good hardware stores carry it.I have used it and it worked great Not expensive either. To prevent rust out in wheel wells ,go to car wash and pressure wash insides of wheel wells to remove salt etc
