My '98 Honda Accord got new powersteering & serpentine belt ;now my car now makes a loud noise any ideas why?

Bring it back to the mechanic immediately. Check if the power steering fluid is filled. In my estimation whoever did the belt has oil on the pulley or the tension is wrong or a pulley bearing went bad. If the car is one where the timing belt and water pump must be changed at 100000 miles that could be the problem; the water pump. Any Honda dealer can give you a free look and get and estimate. Decide if the dealer or the local mechanic is cheaper. Also ask yourself if the car is worth it.
