What can cause my car not to stop?

I bought the car salvaged we fixed the body and everything eles. Now it won't stop. We put new brakes and everything all the way around and replaced the master cylinder. what eles could it be help

If the brake lines are old, there could be expansion of the lines that reduce the fluids ability to create pressure buildup. As you press the brake pedal the lines expand taking up all the pressure and not allowing any pressure to build up in the brake calipers. ergo no stopping.
It could also be a small hole in one of the lines that is letting air in. Try to bleed the air from the system and inspect the brake lines.

Does it have anti lock brakes?
I don't know much about the sensors but if they are messed up it could be causing a problem telling the braking system that the wheels are locked up and skidding when they are not.
Anti lock brakes I was told by a mechanic friend can be very difficult to bleed.
Have you bled the brakes and and did you "bench bleed" master cylinder before installing.
Have you traced all of the brake lines to make sure none were kinked during the accident.

When you say "everything" did that include new brake lines and wheel cylinder cups (drum brakes only)? If not these items need to be replaced and then bleed the brakes to remove air from the lines. If they have been replaced you have air in the lines which means you need to bleed the brakes. To bleed the brakes you'll either need a brake bleeding kit or have someone pump the brake pedal while you open & close the brake bleeders. If you do it by pumping the pedal you'll know that one brake is properly bled when the brake pedal is about 2" from the floor when pressed when the bleeder is closed.
