A friend of mine rented a car and had a flat tire while on vacation. When he returned the vehicle to the company they would not refund her for the cost of replacing the tire. He purchased the rental insurance too but still he did not get reimbursed for replacing the tire? Is this something that is normal?

There's a good chance there's a specific company, such as AAA, that the rental company prefers to go with. Call them up yourself, if you haven't yet, and tell them you're thinking about renting a car - and ask them what happens if you get into an accident or get a flat, etc.. Find out what they say about getting a flat fixed. You could find out if they're screwing your friend over.

The same thing happend to a friend of mine. You need to reed the contract that is signed when you pick the car up. It normally states that normal wear and tear things like that aren't covered. The insurance you purchase is if the car gets scratched or dented.
