What can be done changed/done on an engine to make it perform as if it were new?

Question:
besides rebuilding the engine and aftermarket modifications

Answers:

what are some signs of bad/water in your gas?

It depends on how worn out the engine is. You can try replacing the spark plugs/spark plug wires, new pcv valve, change the oil, if it is carbureted, rebuild the carburetor, new cap and rotor for older type engines. If it is fuel injected get some fuel injector cleaner and a new fuel filter.

Replace the air filter, fuel filter, check your emissions components, and a tune up. Synthetic oils improve horsepower some and so does premium gas. Without some type of aftermarket modification thats about it.
