Vortec vs. Fuelie?

Question:
I have a small block chevy that I am looking to rebuild. I was thinking about vortec heads but they only have up to 180 cc intake runners. What would flow better, vortec heads or a 200 cc intake head with 2.02 valves? I've heard that vortecs make more power even though they have smaller intake ports. Is this true?

I believe vortec's have more low end power only because of the shape of the intake not the volume.
