where is the oil crankcase located? i got this engine treatment and it says to pour it into the oil crankcase?

i think i know what you are talking about.
miles per gallon cap is what the goverment sets as the highest maximum mpg the entire line of cars (in average) can have.
ie. if all of fords models of vehicles avg 30 mpg (lol) & the goverment cap is 28 mpg then the government would fine ford for being over. there is also a tax credit for companies that are under the cap. it used to be 28mpg but it may have changed
