The Hot wire that connects to the back of the socket has probably come looseIf the fuse is not blown (sometimes you can't tell just by looking you know) and the wire is plugged into the back of the lighter, then the element is bad. Replace it.

Since your car is over 10 years old now, the item your are pushing in lighter to charge up is probably broken or wore out.You can get replacement lighters at most auto parts stores.

Usually it's the lighter itself, If you take it out and look at the inside of the lighter handle part itself, see if it's actually perfectly flat ( where the round coil like heating element is inside ) if it's flat and fairly clean then I don't know? If it's greenish colored, and kind of sticks out towards you then it needs to be replaced, and it should work fine.I have a Ford windstar that doesnt want to go then kicks in very hard?
