there is a wonderful product called mother's gold and it works with a cloth and a circular motions, looks great afterwards.If you go to www.mother's.com you can look it up, but pep boys, auto zone, etc should carry it.

They need to be removed by machine polishing,hand polishing will have it's own set of problems.You could buy an orbital buffer cheap enough and use it to put a nice shine on the car with cleaner wax,which will remove many light scratches.
