the most common bushing to go bad on a dodge neon is the front lower control arm lateral bushing, this is a very common problem on neons they take about an hour a side to do if you have all the right tools the whole lower control arm needs to be removed from vehicle the old bushing pressed out and then the new on pressed in. The only bushings in the steering are the steering rack bushings, do you mean lower control arm bushings? Can easily be over looked if not checked for.There are bushings, front control arms, sway bar bushings. Yeah, unless you have a reason to look for bad bushings they could be missed.

Bushings don't really break. They are rubber. They don't go bad very often either. Need more info. What's wrong with the car? You can have problems with lower ball joints. This car doesn't have an upper ball joint, or a bushing. The strut has a centering ring at the top. Why would you replace the tie rod. Was the car in a wreck?
