I have a 1999 Honda Accord and cannot open my hood of car because when I pull the latch inside it doesnt open?

Is there another way to open my hood of my car, without damaging it? The latch in the inside of my car to pop open the hood does not seem to be working right as I pull on this lever and I do not hear the hood pop open. Confused as I dont want to take it to the dealer. any suggestions are appreciated thank you...

A dealer will at least look at it and see if the cable is broke or sometimes if it is not broke you can pull the cable at get another person to slightly hit the front of the hood with his fist to get it open.
