What is the life limit in cycles foe a CF6-80A's HPT rotor? This particular rotor is a part number 1380M69G05.

Its not, it stays at the bottom of the pistons and keeps them lubed up. Only air and fuel are in the cylinders, along with the piston and spark plug.

Why would my car whine when I accelerate?

Oil is released from the sides of the pistons to lube the cylinder walls, then the rings on the pistons scrape the majorarite of it back off. If your car is burning blue smoke from the tailpipe, then your valve seals are gone and need replaced.
