Can a civic ex 1.7dohc engine swap to a civic lx 1.7 sohc even w/out changing the transmission?

Yes! in almost all aplications a 4cyl. eng. will hook up to all Transmissions meant for a 4 cyl. the exception is 6cyl. eng. transmissions will not accept a 4 cyl.
