My Honda Accord(96) and the gas pedal is very hard to push down. Can this be fixed?
Forget the head gasket thing, or the catalytic converter. The new "cats" are a fine mesh, it is doubtful that one could clog up.The distributor cap, if you have one, could be defective. Look for vacuum leaks, that could cause the lack of power as well. As for the engine RPM oscillating, is this the Tachometer, or is the engine speed going up and down on it's own? If this is the "tach" then there is a problem with the pick up from where this device connects to the engine. It's probably slipping after the engine warms up. Another possible engine jerk source is that the transmission is low on fluid. This could also cause a lack of power, or the engine jerking.
