As suggested above, if the wipers are free to rotate, then there's a mechanical problem in the windshield wiper motor or where it connects to the wiper drive arms. That really sounds like your wiper motor! very common with your car. But......before you bring it in, check your fuse panel, and see if it is a fuse that needs to be replaced!
Ford Lincoln will not turn off.. have to unplug the fuse and battery cable..?
