Try a clay bar, which is great at removing oxidation and the like, or something like Meguiar's Scratch X. It's made to remove light scratches, but it's usually very helpful at removing stuck on dirt also. I also use Klasse All-In-One, and I've found it's great at removing dirt too. In the end though, a little bit of elbow grease is going to be required either way...

get a rag and find some dirt and pour water on the dirt and make mud out of it and put it on the rag and rub the blemishes right off the chrome, thats an old 1960's trick.
