the only time you will run into problems is if change the tire diameter in which case it makes the speedometer read wrong if this is the case depending what kind of car you have you will have to either get a different gear for the speedo cable or if your speedo is determined by the ECU than you will have to reflash the new tire diameter into the ECU.

It depends on your car, and how you do the install. If you do it correctly you can plus size your rims without affecting your spedo accuracy. Say you have a 225/45 17 and you want to put an 18 inch on there. Simply put the 18's on with 225/40 tires.
