Look at what the manufacturer recommends. Most new cars will tell you what to use either in the manual, or sometimes printed on the gas cap or somewhere.

The name "premium" is a marketing ploy. The gasoline is not better than "regular", it simply has different properties. high octane gasoline is more resistant to pre-detonation. THis is only a concern if you have a very high performance engine or an engine with a super charger or a turbo charger. Most cars will run fine on regular gasoline and will see no benefits with high test gasoline.
Save yourself some cash and use regular.

However, I do recommend using Chevron Techron concentrated fuel injection and intake manifold cleaner additive in your gas tank twice a year or so. The same additive is contained in all grades of Chevron and some Texaco gasolines.
