Your car is over 15 years old and you expect it to work as well as newer ones? You do not have a vapor control system which is needed for the blend to be usable.And you will also find your fuel mileage will drop using 10%, so don't use it. And I don't believe the 91 Ford Explorer is one listed as okay to run a mix in. Do you have a source that says it's okay?

I don't think the problem lies within the fuel...sorry to say. That 10% of ethanol was put into every tank in America to replace MTBE. So far, you're the first person I've heard of that had issues.Try and ask in here...

...maybe you really are onto something, but I have to be honest, I think you're overreacting.
If all you people were over 20 years of age, you should know that 10% ethanol fuel has been on the market for more than 20 years. When it first came out, it would rot the rubber, corrode the aluminum, and turn loose all the rust in your fuel system, and clog your fuel filter. In the early 80s all fuel system parts turned to plastic and nylon, so you don't have that trouble any more. There has never been a car that would not run on gasohol, it just might cause problems until the system was cleaned up.
Now to address your problem with vapor lock. High temperature and high altitude cause vapor lock in carbureted vehicles. You have a high pressure fuel pump in your vehicle, and the only way it could vapor lock is if the pump is not putting out the proper pressure. Check your fuel pressure.
