May be a loose connection restricting the electrical currant through but have also known in the past for smokers cars to take a long time to clear the rear screen due to something in the *** smoke getting between the element and the rear screen. Sounds strange i know but see if the area around the elements are turning yellow/orange.

The rear window does not clear using the heater so putting the heater on full blast wont make an ounce of difference try pressing the rear heated window button on the dash so that the little light comes on and the window will clear in about 5 minutes!!
