I have a 2000 Volkswagen Jetta GL and the check engine light came on so I was playing around with some fuses to see if it had a bad one. Now my car won't upshift. I put it in drive and it won't shift into a higher gear. Could it be a bad fuse or something that i misplaced?

If the check engine light came on it means the computer set a fault code, usually meaning something is wrong in the air pollution control parts of your engine.
