Anyone but a dealer.

if you don't own a stick welder where can you weld things?

Sorry, but according to your discription of the accident, I have to go with the shop and you bent or damaged the subframe itself, lateral linkages, tie rods (inner or outer) or some other suspension componant OTHER than the struts. There are a number of things under there that can be referred to as the "crossmember". Struts just dampen the bouncing when you're driving, to put it as simply as possible.

Sorry for your situation. . . I would have a reputable alignment shop tow it in & give you an estimate. You didn't mention how old the vehicle is. . If it an old beeter, just forget about it. . . Ask the repair shop to price out remanufactured parts, like at AutoZone.
