99% of the time you need to have a thermostat replaced most places should do this for less than $75 installed with part. If its not that then you could have a clogged heater core...and thats expensive $400+....its got to be one or the other if the fan still blows air even if it is cold.Heat comes from the coolant circulating thru the engine and then into the heater core. If you don't have your coolant system regularly cleaned the heater core can get plugged up, then you will most likely have to have it replaced. You can try having the system flushed first but that doesn't usually unplug it. Either way you'll need to take it in for service.

There are several things that can cause this. If your fan is working it is not electrical. All damper and direction door are vacuum operated. The redirect air internally from either the cold air from the A/C or heat from the heater core. I would suspect a stuck diverter door. This unfortunately is very common, as is the loss of vacuum to operate the function of the doors. Try to switch from floor mode to defrost mode and see if that works. Then you know you have vacuum operation. If no heat at this point, then the vacuum actuator for the diverter door is suspect. Note that the whole assmbly is plastic and in cold weather the entire case and assembly shrinks and can cause interference with internal components, jamming them. it is not uncommon for these problems to occurr down the road as the car gets older.
My best suggestion is to have a dealer check out the Vacuum Actuator operation for function. To get at this yourself means taking the noise panel off the underside of the dash and doing some major twisting and seeking to find the actuators. They are not easy to get to even if you know what to look for..
P.S. Don't go to a dealer. Go to a reputable A/C shop and have them check this out.
Also check with your dealer for a recall or bulletin for this problem as it is common in GM vehicles and will probably be covered for cost etc by GM. Remeber that this is a safety item!! Cannot defrost the windshield etc to even see out with no hot air. Insist and you will most likely find a bulletin to fix this item.
