They make special tar/sap/bug remover. Just go to the automotive section of Target or Wal-mart.at walmart there is a cleaner for tar and grease in the auto section, doesn't cost that much. my fiance' buys it, he is an auto paint and body technician, he recommends it all the time.

Turtle Wax Bug&Tar remover works great. Get it at Wal Mart or your parts store.Peanut Butter will also take it off... no kidding!
