I have a 2000 Buick Century. When I am driving in stop & go traffic the transmission will shift in first and?

second gear with a bump. However, if you stop and turn off the vehicle for a minute or two and re-start the transmission shifts effortlessly and smooth. What is the problem. This does not happen with highway driving.
