yeah it can, but the plastic will flex and just crack further down sometimes. ive used it and gotten away with it for yrs. also there is an epoxy type plastic weld that'll hold to like 270. i cut some old plastic from a shroud, to let the bonding surface be increased, as well as for expansion rates. it was a neccessity.
just clean the area, scratch it with anything that'll remove the wierd glazelike look. jbweld or quickweld will work but might not hold long or permanent.
