Two possibilities - faulty light bulb that works, but has a shorted filament to ground OR pinched wire. I had this problem on a 95 Bonneville. I had replaced a tail lamp and pinched the ground wire under the nut that fastened the lamp assy to the body. Caused the Traction Control light on the console to come on. Released the pinched wire and problem solved.
