Adjust the carb. There should be a screw with a coil spring over the treads between the head of the screw and the thing it is screwed into. This screw will be on the side of the carb usually right under the air filter. Try turning this screw about half a turn out (counterclockwise) and adjust even more either way to get the engine running smoothly. I almost forgot - make sure the gas is less than a month old. This usually means a fuel flow restriction of some sort. A small engine like this doesnt often have a fuel filter, but if it does, replace it. Next, clean out the carb. You can try the lazy way with one of the carb cleaners that you add to the gas tank. If that doesnt work, you will need to remove the carb and carefully disassemble it, keeping track of all the parts. With a small brush, maybe an old toothbrush, remove any gunk you find. The little inserts at the bottom of the fuel bowl should be cleared by reverse blowing with compressed air. If you attempt this mechanically, take care not to enlarge the orfice, or you will need to replace them.After fuel restriction problems, if any, are resolved and you still have the problem, the next fix would be to remove the cylinder head and clean the exhaust ports. If this is a two cycle (you add oil to the gas), this is a good possibility.
