If you are showing air pressure on your guages on your dash then your compressor is working. If not you probebly have a frozen air drier. I assume it is freezing where you are. If you suspect it is frozen, I have used hot water and pour it all over the air dryer or any other part you suspect might be frozen.

try draining the tanks and taking it apart there could be some dirt jamming it up or part of the system could be malfunctioning (like a broken spring).

the valve "shooting of " You hear is the dryer's quick release valve. is suppose to shoot when the pre set PSI in the air governor are met.
meaning, if the governor is set at 10 PSI it will shoot at 10 PSI.

Probably frozen take line loose at compessor and pour in some brake line antifreeze available at most truck stops and auto parts stores.You probably need to service your air dryer.
