Purchasing & Programming 2003 Honda Civic Hybrid Remote?

Question:
I recently bought two Honda remotes, P/N 38010-S5A-A Tx: 72147-S5A-A for use with my 2003 Honda Civic Hybrid, but I haven't had any luck programming it in. Ron Tonkin Honda says they will program it for free, so I took it in, but the service clerk said these remotes aren't compatible. Later, when I called their parts department, the parts lady said the transmitter number (Tx: above) matches what they have on file.

Can anyone help confirm if this is the correct part number, and also direct me to the programming instructions? I tried what was quoted to me from the 2003 Honda Civic Hybrid service manual, but it's not working. I have feeling the service clerk was just a lazy bungalo hole.

Are all auto repair shops crooks?

That's the right part. Make sure you try a second RKE (remote keyless entry) unit and also verify with the dealer if your keyless receiver is installed/working.
