I own a 93 honda civic dx 1.5L sohc. the car has not been used in 32 days.. the car started fine before. the battery reads 13V the starter is brand new. Could it be my fuel-pressure regulator or is there another cause? Please help thank you

13 volts is nice, but the real need is "Cranking amps" A battery can show good voltage, but not have enough amps to turn over the engine. Almost every Auto parts store can "Load Test" your battery for the necessary juice required. This is important for not only starting the engine, but to supply enough current to support the Ignition system. Most vehicles have a "High Energy", or electronic ignition that needs a definitive amount of electrical energy to function. If when you are trying to start the car, the high demand from the starter, may "rob" the ignition of enough power to "fire" the engine.
