My 91 Toyota Celica revs at 1400 rpm even when the engine is hot. It starts off at 2000 rpm and it used to drop to 1200 rpm in about a minute when idling on a winter morning. Is it a problem with my O2 sensor or with the tuning of the fuel injection?

Sensor maybe, throttle / choke adjustment possible, but one thing that gets overlooked many times is a vacuum leak! With the cold weather, the vacuum lines become very brittle. Being subjected to extreme temps, both hot and cold, will after time take their toll. I'm sure you've looked at all the lines, tubes and hoses under the hood in the past. Also, there are several vacuum canisters, fittings and reservoirs that could fail over the years. This can be checked very simply with a guage, either purchased or borrowed from a friend. Sometimes, a whistle, or hissing sound may be heard, but it's one of those sounds you may not notice.Try to eliminate a leak first, before you dump a lot of money on emissions, or intake parts...............good luck!

you mean idles at 1400 rpm.You need to have the idle adjusted, as well as the cold start idle. Both are cranked up to high.
OR
the throttle spring lost its tension and won't pull the idle valve back to rest position, in which case put a new spring on.
the idle specs should be on the emission sticker under the hood.
