It is wasteful and not that effective. The best way to warm up a car is to get it moving. An idling engine does not always heat up enough to warm the coolant that warms the air in the car.

where is my blower motor resistor located?

Its never good on the engine to drive with out giving it a chace to heat up but 30 mins is a little long but you should let it warm up for about 5-15 mins depending on how cold it is. It gives the engine time to heat up. . I've always hard to treat your car like you would treat your woman and it will be good to you.

what would be draining the battery on a 1990dodge spirit?

Not bad for it, but it is really overkill. The motor only needs maybe 5 minutes or so for it to be properly warmed up. As soon as either the temp gauge moves up slightly, or the heater starts putting out warm air, which ever comes first, the car is warmed up enough.

Have a '97 Jeep GC Laredo that has a hard time shifting from 3rd gear into 4th.?

It depends on the Engine, and what You paid for that Car! If it's an older car under a few Grand, don't stress on it the wear will be so minimal, it will take 3 or 4 Years of doing this 2 or 3 times a week in cold Season, for it too wear your engine too the point it loses on the MPG factor.
It has too be, kept up on all Your fluids and not be an Oil burner, yet I've lived in My Car, used the heater, for hours, therefor don't stress over small inconsequential recommendations made by Factory Engineers, Who are perfectionists doing their best too see that You operate and conform too their rigid standards for babysitting their pet project which is about all those recommendations equal out too.
Most Engines can handle it simply, that's why there is confidence to issue warranty on those Vehicles.

What happens if I get water in my engine through my air intake?

You don`t have to warm the engine that long. You just spend fuel. When the engine, the radiator fan and its cooling system is in good condition it shouldn`t happen anything bad to the engine, just you are wasting your money in fuel.
