- Loosen the bolts in reverse order, then re-tighten to 18 lb-ft.
- Rotate bolts 90°(1/4 turn) in the order shown. This is the part I don't get, do you tighten (1/4 turn) or Loosen (1/4 turn) ?

The first instruction is to compress the seal/gasket into the head.
The second is to loosen it and tighten it back to a lesser torque.
Than the third is to final tighten the cylinder with the seal/gasket compressed and seated properly.

I would say tighten but this is a guess. 36 lbs. is not a lot of pressure, but then again the head are probably aluminum so overtightened could be very bad.If the car is used tighten based on o.e.m. specks.Make sure you do so in sequence or it may cause major problems.If your manuel does not mention sequence,contact auto dealer.
