What does this mean? (The cylinder head bolt torque instructions in the 2002 Rio Service Manual)?

The correct procedure is:
- Tighten the bolts to 36 lb-ft in the order shown.
- Loosen the bolts in reverse order, then re-tighten to 18 lb-ft.
- Rotate bolts 90°(1/4 turn) in the order shown. This is the part I don't get, do you tighten (1/4 turn) or Loosen (1/4 turn) ?

The first instruction is to compress the seal/gasket into the head.
The second is to loosen it and tighten it back to a lesser torque.
Than the third is to final tighten the cylinder with the seal/gasket compressed and seated properly.

Tighten. If you loosen them from 18lb-ft, you are not going to be sealing the head gasket properly. I hope that there is another instruction after this telling you to re-torque them to another setting.
