whats wrong with a dirt bike that starts up but you have to keep giving it gas to keep it started?

That timing belt chart linked to you has all Hyundai's as interference engines. My 2001 Hyundai Accent has California emissions and states inspect only. Is that chart up to date? How do I find out if engine is interference or not. From manual it appears a no interference type else they would, I hope, state replace. Any advice?
