88 Blazer won't go faster than 20 mph?

I was told it was the catalytic converter. Is it legal (in utah) to just remove it? What else could the problem be? Thanks for your help!

it probably is. I know that on my car it dont have one. It get it fixed, u will have to replace the part. It could be a filter(fuel) that is the problem. have the blazer put up in the air and look under it to see if the part gets red or not. If not, it isnt that part. I have had alot of cars with that on them. It will get so hot that it will glow red hot plus it could set the grass on fire if it sits close to the ground. my old car did.
