put the the crank shaft in the top dead center.(first cylinder piston UP)
put the the cam shaft gear aligned to the mark in the gear to the mark in the cylinders head.
insert the belt. tight the belt tension er,i think is 27 pounds of tension with the clicker gage( do not over tension or You will wear out the cam shaft bearings)
turn the injection pump by hand until You see the drop of fuel start filling the very exit(injection pump exit) of the line to cylinder one.
insert the fuel pump and put the gear sprocket
to set the lifters use a filler gage(go no go gage) I don't remember the gap (might be-intake 0.13- exhaust 0.10)but I am not sure YOU have to be sure otherwise You may bend a valve.
